Local Variable in Report

Is there a reason why local variable cannot be used in report definition?

 

local variable can be used only in field level or in collection level

could nt be in report level

local varaible can be used only the level which u use

if u define local variable in report only in report level u can use , but same cannot be applied in other level like collection , form , part line, field
